In 2002, a far-reaching development plan was proposed for Torrington’s downtown. The City began exploring ways it could best encourage development while maintaining the integrity of downtown. As the developer worked alongside the city and the state to fund a public-private initiative, a broader question was raised: What is the most efficient way to carry out strategic revitalization projects given the small municipal staff and the anticipated need for on-going specialized expertise?
The idea of a separate non-municipal development corporation was explored, and on April 26, 2004 through a filing with the Secretary of the State’s office, the Torrington Development Corporation (TDC) was formed. Its very first project was to oversee the implementation of a development plan that had been proposed by the developer.
The MDP was completed and approved in 2009 but the market had shifted dramatically. The project was no longer viable. The TDC kept the MDP updated in the event it could be useful in future projects since the MDP encompasses most of the downtown.
Over the last ten years, the Board has met routinely and opined on a number of initiatives. The city meanwhile launched a multi-pronged revitalization initiative focused on contaminated or blighted properties while engaging art, culture and history to amplify the city’s attractiveness.
In 2023, with the help of a strategic advisor, the TDC embarked on a focused reassessment to examine its mission and capacity after determining it was not ready to hire a full time executive director. After revising its by-laws and revamping membership, the TDC developed a strategy to become a more sustainable organization that would identify mechanisms to generate operating funds and ultimately tackle more projects.

These vibrant areas draw visitors from other towns and states and provide opportunity for both formal and informal interaction. Despite continued expansion of suburban shopping, economic downturns and the pandemic, the Torrington’s cultural community has served as a stabilizing and growing force. In recent years, more galleries, artists’ space, and events have helped to support Torrington’s economy.
